Construct a livestock exclosure fence around the Smith Spring riparian area, install a springbox (head box) and/or other collection system at the spring source, and install a pipeline to a livestock trough outside the fenced riparian zone. The need for the proposed project is to restore Smith Spring and the adjoining riparian zone to proper functioning condition, protect the spring and riparian area from future livestock trampling and provide access for livestock and wildlife to a clean, suitable water source while respecting the valid water rights of the permittee on Smith Spring.
