Majestic Rock, Inc. has submitted a Plan of Operations to quarry decorative rock in the East Mormon Mountains in southern Lincoln County, Nevada, about 16 miles northwest of Mesquite, Nevada. Access from Interstate 70 would be via the county-maintained Carp-Elgin Road, then 1,800 feet of existing road which would be improved. (see map below). Majestic Rock, Inc. plans to purchase 200,000 cubic yards of rock through a mineral material sale. Total project disturbance would total approximately 10 acres. Operations would commence in 2005. The quarry would be mined by conventional open face drill/blast techniques and produce two products: decorative boulders and crushed/screened gravel. Stockpiles would be maintained on site. Equipment would include an air track drill, a 5-yard front end loader, 27-ton haul trucks, a water truck, other heavy equipment as necessary, and a portable crushing and screening plant. Operations would take place during weekdays in order to minimize interference with weekend visitors and recreationists. Reclamation would consist of sloping and backfilling the quarry. No benches, highwalls, dumps, or stockpiles would remain. All new disturbances would be recontoured and seeded. The project area lies within desert tortoise habitat north of the Mormon Mesa Area of Critical Environmental Concern and east of the Mormon Mountains Wilderness Area. The project area is within the planning area of the Caliente Management Framework Plan Amendment and Record of Decision for the Management of Desert Tortoise Habitat, 2000. An Environmental Analysis will be prepared. Scoping comments and requests for additional information should be sent to Bill Wilson by January 31, 2005.
