Lincoln County Land Act of 2000
The Act provides that 85% of proceeds from the auction of 13,500 acres of public land in Lincoln County be placed in a trust account administered by the Secretary of the Interior. One purpose of the trust account is to make funds available for “inventory, evaluation, protection and management of unique archaeological resources in Lincoln County”.

The Bureau of Land Management (BLM) has established the Lincoln County Archaeological Initiative to allocate monies from the trust account. Approximately $600,000 will be available annually for archaeological projects to carry out the purposes of the Land Act.

The Archaeological Project Nomination Process:

Prior to August 1st each year the BLM will establish research priorities for archaeological projects in Lincoln County.

In 2006 from October 2nd through November 9th nominations from any source will be solicited for projects based on specified annual priorities. Nominations addressing identified annual priorities must be submitted to the Ely Field Office BLM as a nomination package with a narrative describing the project and addressing the archaeological resources funding criteria guidance. Also requested is a costs and milestones worksheet.

Between November 9th and November 30th the Archaeological Resources Team (ART) (consisting of staff specialists from federal, state, and local agencies and tribal government) will meet to screen and rank nominations in priority order for funding. Nominations submitted which do not respond to identified annual funding priorities shall be rejected.

Between December 1st and February 15th the archaeological projects and ART rankings will be presented to the BLM Mojave-Southern Great Basin Resource Advisory Council (RAC).

Between February 16th and March 15th, the ART will refine the nominations based on RAC and public comments, and submit final rankings and recommendations for funding to the Inter-Agency Working Group.

The Working Group will make recommendations for funding to the Executive Committee between March 16th and April 15th. The Executive Committee will make final recommendations to the BLM Director in May.

The BLM Director will make the final decisions on the projects to be funded, taking into account public comment, the recommendations of the ART, the Working Group, the Executive Committee, and the funds available. The Director’s approval is anticipated to occur by June 1 each year.
