How to Get Involved and Comment
The BLM is implementing a collaborative, community-based planning process for the RMP/EIS, and your early and continuous input is critical to its success. Issues raised through public participation will drive the different management options that are considered in the RMP and, ultimately, how BLM public lands are managed.
"Scoping" is the process early in a project of determining the scope of public concerns, desires, or issues by gathering initial input from a wide variety of sources, including government agencies, interest groups, and individuals. The BLM used this process to better understand the nature and extent of issues and impacts to be addressed in the RMP and the methods by which they are examined. The official scoping period began on March 25, 2005, with the publication in the Federal Register of the Notice of Intent to prepare the Winnemucca RMP; the scoping period ended on May 24, 2005. During the scoping period, the BLM held open houses in Winnemucca, Lovelock, Gerlach, and Reno. The public was encouraged to attend one or more of these meetings to learn about the project and planning process and to meet BLM representatives.
During the scoping period, the BLM also sought the public's feedback on the preliminary planning issues and criteria, which were finalized after it received the public's comments and input.
Comments received during the scoping period are being considered in the alternative formulation and environmental evaluation. Following the formal scoping period that ended May 24, 2005, the BLM interdisciplinary team reviewed the comments and prepared a Scoping Summary Report that addressed the key issues raised during scoping and how the BLM would incorporate these comments into the RMP.
